Overview

Big Boss got some new recruits in his army of Crooks. Louie The Plumber, Hyena, and Bullit meets up with Big Boss with plans to capture one of the members of C.O.P.S. who's none other than Highway, and used him to lure the rest of the C.O.P.S. team to where they are forced to compete in a set of games as entertainment for the Crooks.
